An historic trade pact between America and Europe needs saving … IN AN age of small-bore politics, America and the European Union have a chance to achieve something large: a transatlantic pact that would, at a stroke, liberalise a third of global trade. At a time when emerging powers are closing fast on a fretful West, a free-trade area covering America and the EU would offer something more. Done right, it could anchor a transatlantic economic model favouring openness, free markets, free peoples and the rule of law over the closed, managed visions of state capitalism. … Right now, the pact is in trouble, beset by small-mindedness and mutual suspicion. This is madness.
But the real problem was the large number of Byzantine shipwrecks that began to surface soon after the excavation began, in 2004. Dating from the fifth to the eleventh century, the shipwrecks illustrated a previously murky chapter in the history of shipbuilding and were exceptionally well preserved, having apparently been buried in sand during a series of natural disasters. ... From 2005 to 2013, workers with shovels and wheelbarrows extracted a total of thirty-seven shipwrecks. When the excavation reached what had been the bottom of the sea, the archeologists announced that they could finally cede part of the site to the engineers, after one last survey of the seabed—just a formality, really, to make sure they hadn’t missed anything. That’s when they found the remains of a Neolithic dwelling, dating from around 6000 B.C. It was previously unknown that anyone had lived on the site of the old city before around 1300 B.C. The excavators, attempting to avoid traces of Istanbul’s human history, had ended up finding an extra five thousand years of it. It took five years to excavate the Neolithic layer, which yielded up graves, huts, cultivated farmland, wooden tools, and some two thousand human footprints, miraculously preserved in a layer of silt-covered mud. In the Stone Age, the water level of the Bosporus was far lower than it is now; there’s a chance that the people who left those prints might have been able to walk from Anatolia to Europe. ... In 2013, at least two million people crossed the Bosporus daily, by bridge or ferry; the number of motor-vehicle crossings rose eleven hundred and eighty per cent between 1988 and 2012. ... Wood can absorb eight times its mass in water. If allowed to dry naturally, it cracks and warps beyond recognition.
Now the canal is being reconfigured by a $5.5 billion expansion project scheduled for completion early next year. Approved by national referendum in 2006, the expansion effectively doubles the canal’s capacity by adding a new set of locks to accommodate larger container ships. Chambers with walls 50 feet thick are being grafted directly onto bedrock, like extensions of the isthmus itself. But the construction — monumental as it is — is only a small part of the story. More important is how the Panama Canal expansion is altering logistical relationships and generating new infrastructures throughout the American Hemisphere. ... Almost as soon as the referendum passed, port authorities from Miami to Lima began racing to complete their own expansion programs: dredging deeper shipping channels, installing larger gantry cranes, and building new container yards, in speculative efforts to compete for the ultra-large container ships that will transit the widened canal. An intense wave of anticipation ripples outward throughout the multi-continental network of waterways, ports, inspection stations, railroads, switching yards, highways, warehouses, and distribution centers that enable the global flow and movement of shipped materials. ... The expansion will reconfigure trans-American shipping in three primary ways. 4 First, a higher volume of goods will move faster between the two oceans, decreasing transport costs and altering the delicate financial calculus that determines global shipping routes. Second, as canal traffic increases, there will be a corresponding rise in transshipment, where goods are transferred to smaller ships that service cities with shallower harbors. The canal’s three ports — Balboa, Colón, and Manzanillo — will link distribution centers like Shanghai with smaller hubs like Barranquilla, Colombia, thus increasing Panama’s importance to regional shipping networks. Third, the expansion will provide an attractive alternative for shipping agricultural products from the interior United States to East Asian markets, elevating the Mississippi River corridor relative to the currently dominant overland routes to Pacific ports.
Minting small change was a big, expensive problem in the ancient world. This column argues that the ancient Lydian government and Greek city-states absorbed the cost of producing an extremely wide array of denominations of coins as a political strategy. Governments had much to gain from the spread of coinage in managing budgetary affairs. If it subsidised the mint, an ancient government would make savings in terms of transaction costs.
There is a common story about what money is, which is based on a common story about how money came to be. In the beginning, people lived in small communities of blood relatives and fended for themselves. They hunted and gathered for their subsistence, and learned how to weed out undesirable plants so that they would have easy access to plants that produce food. As people became more adept at cultivation, populations grew. And people found that they could not always grow or procure from nature the things they needed in order to survive. Trade was born. ... People in different communities had surpluses of different goods. They traded these goods with one another. They established value and conducted their trade by bartering a certain quantity of one good for a quantity of a different good. ... lugging around his own goods in sufficient quantities to trade became burdensome and impractical. Furthermore, stockpiling his surplus might have worked up to a point, but once the mice and the weather got at it, it quickly became worthless. ... In some accounts, people decided to use a thing of value to them, and intrinsically recognisable as valuable to others, for money. It would initially serve as a means of exchange, and would gradually take on other classic functions of money as people expanded their use of it to include the payment of fines, tribute or fees (as in ancient administrative states, tribute-based empires or the tax collectors of the Old Testament). Certain kinds of shells were good: they were pretty, of uniform size and shape, easily transportable, and durable. Precious metals were even better: they were universally valued; they did not rot, rust or degrade; and they were easy to store and to transport. ... Other accounts consider implausible the idea that certain things are of intrinsic value. ... an important problem in the history of money: is it a commodity in itself, or a token of an existing agreement, an agreement in turn resting on a prior social relationship? ... are new forms of money really more efficient? Conventional wisdom says that globalization has stalled. But although the global goods trade has flattened and cross-border capital flows have declined sharply since 2008, globalization is not heading into reverse. Rather, it is entering a new phase defined by soaring flows of data and information. ... Remarkably, digital flows—which were practically nonexistent just 15 years ago—now exert a larger impact on GDP growth than the centuries-old trade in goods ... although this shift makes it possible for companies to reach international markets with less capital-intensive business models, it poses new risks and policy challenges as well. ... The world is more connected than ever, but the nature of its connections has changed in a fundamental way. The amount of cross-border bandwidth that is used has grown 45 times larger since 2005. It is projected to increase by an additional nine times over the next five years as flows of information, searches, communication, video, transactions, and intracompany traffic continue to surge. In addition to transmitting valuable streams of information and ideas in their own right, data flows enable the movement of goods, services, finance, and people. Virtually every type of cross-border transaction now has a digital component.
Nothing is more ordinary than a Monday morning at a Swedish bank. ... People go about their business quietly, with Scandinavian efficiency. The weather outside is, more likely than not, cold and gray. But on April 22, 2013, the scene at Stockholm’s Östermalmstorg branch of Skandinaviska Enskilda Banken got a jolt of color. At 10:30 am, a man in a black cap burst into the building. “This is a robbery!” he announced, using one arm to point a gun at the bankers and the other to hold out a cloth bag. “I want cash!” ... If the staff was alarmed, no one much showed it. Instead, the employees calmly informed the stranger that his demands could not be met. The bank, they explained, had no cash on the premises. None in the vaults, none at the tellers’ windows, none at all. When the robber looked confused, he was directed to a poster on the wall that proclaimed this a “cash-free” location. “It’s true,” the manager told him. “Sorry.” Crestfallen, the would-be thief lowered his gun and prepared to leave. Just before he stepped out, he turned to one of the tellers. “Where else can I go?” he asked. ... His options, in fact, were fairly limited. What this man had somehow failed to notice was that his country is at the forefront of a global economic shift.
Disputes quickly erupted over how to divide responsibilities. Some executives appeared not to fully grasp how little money they had to complete a complex project with a tight deadline and a multicultural team whose members did not always see things the same way. ... Internal arguments soon gave way to bigger problems. There would be work stoppages, porous concrete, a risk of earthquakes and at least $3.4 billion in disputed costs: more than the budget for the entire project. ... Seven years later, and nearly two years late, the locks have finally been declared ready to accept the new generation of giant ships that carry much of the world’s cargo but cannot fit in the original canal. To mark the occasion, Panama has invited 70 heads of state to watch on Sunday as a Chinese container ship becomes the first commercial vessel to attempt the passage from the Atlantic Ocean to the Pacific through the larger locks. ... For more than 100 years, the canal has been a vital artery nourishing the world economy, a testament to American engineering and one of the signature public works of the 20th century. The new locks, built by Panama without help from other governments, were sold to the nation and the world as a way to ensure that the canal remained as much of a lifeline in the hyperglobalized 21st century as it was in the last. ... one inescapable fact will remain: The expanded canal’s future is cloudy at best, its safety, quality of construction and economic viability in doubt ... In simple terms, to be successful, the new canal needs enough water, durable concrete and locks big enough to safely accommodate the larger ships. On all three counts, it has failed to meet expectations, according to dozens of interviews with contractors, canal workers, maritime experts and diplomats, as well as a review of public and internal records.
Cash is the squirmy ferret of societal wealth—tricky to secure physically and, once liberated in the wild, almost impossible to get back—and money, as technology, has changed a lot in half a century. A day’s errands once called for bulging pockets. Now it’s possible to shop for groceries, pay rent, buy lunch, summon a taxi, and repay your sister for a movie without handling a checkbook, let alone fumbling with bills and coins. Most people think of card and electronic payments as conveniences, stand-ins for exchanging cold, hard cash. Yet a growing group of theorists, led in the United States by Kenneth S. Rogoff, a former chief economist at the International Monetary Fund, are embracing the idea that physical currency should be the exception rather than the rule. ... Phasing out big bills would make it harder for domestic currency to support corruption abroad. ... Hobbling the underground market should also temper tax evasion, a costlier problem than many people realize. The most recent I.R.S. estimates indicate a tax-payment shortfall of four hundred and sixty billion dollars a year—a disparity that’s transferred to those who pay. ... Most important for many economists, low-cash life allows for negative interest rates, in which the lender pays the borrower interest. ... In 2013, Sweden eliminated its largest-denomination bill, and demand for its second-largest bill, the five-hundred-krona note (about sixty dollars), surprisingly fell off soon afterward. Zimbabwe is far from “dead”. The country is free of religious divisions — although cursed by ethnic and clan tensions — and still has supportive neighbours, a battered but surviving infrastructure, a broad English-speaking skills base and a talented diaspora longing to return home. And above all, the military are still — for now — in the barracks.
Congo is one of the last frontiers in a global scramble for the world’s best-tasting coffee. The rise in demand for specialty coffee, which accounts for one of every two cups sold in the U.S., has encouraged exporters, roasters and retailers to go places where the potential is huge—and so are the risks. ... The many challenges of doing business in Congo include death threats, kidnapping and extortion. Government officials often concoct new taxes on the spot or forge documents to demand more money than what is owed. Last year, at least 175 foreigners and Congolese, many working for aid organizations, were abducted and held for ransom, according to Human Rights Watch. ... Most of the kidnappings happened in areas near where specialty coffee is grown, though no Western coffee prospectors have been abducted. ... Specialty coffee is a fast-growing segment of the approximately $175 billion-a-year world-wide coffee market. Specialty coffee is made from the highest-quality arabica beans, sells at a premium and has gone from the fringe to mainstream. In the U.S., 31% of adults drink specialty coffee every day, up from 16% in 2006, the National Coffee Association trade group estimates. ... Congo’s best beans regularly get at least an 85 and fetch a wholesale price of about $3 a pound, about double the price on the ICE Futures U.S. exchange in New York.
Rising macroeconomic and geopolitical tensions are creating both opportunities and risks for global investors across the entire global capital markets. We continue to emphasize our five key macro themes, many of which we think can perform against a variety of economic backdrops. First, we believe that assets with Yield and Growth will continue to outperform. Second, we would avoid exposures linked to China’s structural slowing, though we do finally see some emerging investment opportunities in China’s ‘new’ export strategy. Third, we see the opportunity for a significant and potentially sustained upward revaluation in the securities of large domestically-oriented economies. Fourth, the dismantling of the traditional financial services industry has emerged as both a blessing and a curse for investors; we outline our approach for navigating this complicated segment of the global economy. This is Tiksi, a decaying town in the Russian Arctic. Here, more than 4,000 kilometres from Moscow on the coast of the Laptev Sea, 4,550 people inhabit a wasteland whipped by blizzards and wrapped in polar night for half of the year. Surrounded by thousands of kilometres of permafrost, the town has no outside land connection. Its main lifeline is an airport manned by a military unit, a relic of Soviet times, when the country’s Arctic territory was dotted with military bases. ... Global warming, which is causing Arctic sea ice to melt at an unprecedented pace, is watched with alarm in other parts of the world. But in Russia, the rising temperatures are fuelling expectations that the waters along its northern coast, long a frozen frontier, could once again become a vibrant shipping line, rivalling some of the world’s most important trading routes. ... In theory, the NSR could compete with routes that have dominated global maritime transport for decades. Calculated between the ports of Yokohama and Hamburg, the 7,200 nautical miles shipping distance between Asia and Europe using the NSR is 37 per cent shorter than the southern route via the Suez Canal. ... Total cargo transport volumes plummeted from a peak of 6.58 million tonnes in 1987 to just 1.46 million tonnes in 1998. ... total cargo volumes recovered to 5.15 million tonnes last year, almost back to the level of 1990. ... The idea of mastering nature is very much part of Russian identity, as is the myth of conquering the Arctic, despite the decline of Moscow’s footprint in the far north over the past 25 years. ... Since there is still a lot of ice on the northern oceans, this makes passages risky and drives up insurance premiums. Only ships with reinforced hulls can use the NSR with relatively few restrictions and even for them passage times remain unpredictable. The waters off Russia’s coast are also far shallower than those on the southern route, meaning that the world’s largest, most cost-efficient container ships can’t be used.
While the United States may be outperforming other advanced economies, it is underperforming relative to its own potential. Slower growth has been feeding on itself in a vicious cycle of weak demand, low investment, and slowing productivity growth. In real terms, the median US household income is back at its level of two decades ago. Meanwhile, the vast majority of income gains have gone to households in the top quintile, which do not have the same propensity to spend. This in turn hobbles aggregate demand in the short term—and when businesses do not see the need to invest, it reinforces the cycle. US productivity growth recently turned negative for the first time in 30 years. ... A new briefing paper from the McKinsey Global Institute, The US economy: An agenda for inclusive growth, suggests that the United States can regain its dynamism and restore the sense that everyone is advancing together. This effort can take many forms: reengaging more workers in the labor force, enabling them to move to more productive jobs and locations, creating an environment that fosters new business formation and healthy competition, and helping declining cities reinvent themselves. When the economy is firing on all cylinders, income gains tend to be more broad-based and less easily concentrated.

Mobile phones and computers can contain dangerous heavy metals such as cadmium and toxic flame retardants. Mexican workplace regulations, like those in the U.S., require e-waste shops to provide such safety equipment as goggles, hard hats, and masks. There’s little of that in Renovación. ... In much of the world, a place like Renovación couldn’t exist, and not only because business owners wouldn’t be allowed to employ people in those conditions. Twenty-five U.S. states and Washington, D.C., home to 210 million Americans, have laws establishing what’s known as extended producer responsibility, or EPR. That means electronics makers must collect, recycle, and dispose of discarded equipment rather than allow it to enter the waste stream. Parts of Europe also have this system. ... Manufacturers don’t do this work themselves. Typically, a state, county, or town establishes an e-waste collection program. Then recycling companies come to haul away the junk. The manufacturers pay some or all of the bill. The e-waste can be of any provenance. ... The lack of a formal, regulated recycling industry is one of many reasons Mexico has become a magnet for spent electronics. ... The glass eel trade is coming under international scrutiny. ... Already, cultured eels account for more than 99% of the world's supplies. The overuse of antibiotics has transformed what had been a hypothetical menace into a clear and present one: superbugs, bacteria that are highly resistant to antibiotics. By British government estimates, about 700,000 people die each year from antibiotic-resistant infections worldwide. If trends continue, that number is expected to soar to 10 million a year globally by 2050—more people than currently die from cancer. ... Research has found that as much as 90 percent of the antibiotics administered to pigs pass undegraded through their urine and feces. This has a direct impact on farmed seafood. The waste from the pigpens at the Jiangmen farm flowing into the ponds, for example, exposes the fish to almost the same doses of medicine the livestock get—and that’s in addition to the antibiotics added to the water to prevent and treat aquatic disease outbreaks. The fish pond drains into a canal connected to the West River, which eventually empties into the Pearl River estuary, on which sit Guangzhou, Shenzhen, Hong Kong, and Macau. The estuary receives 193 metric tons (213 tons) of antibiotics a year, Chinese scientists estimated in 2013. ... distribution networks that move the seafood around the world are often as murky as the waters in which the fish are raised. For every flight departing Dubai, as cabin crew head to their airplanes, the last room they traverse is a hall with mirrors on one side and windows to the tarmac on the other. The space allows workers to inspect themselves for perfection against a backdrop of government-owned taxiways thick with Emirates jets. That’s the airline, in one image: glamour and ambition in a framework of absolute control. ... Out in the desert, a half-hour drive from the coast’s skyscrapers and malls, the government is building a $32 billion, five-runway megahub precisely to Emirates’ specifications. Its ambitions are consonant with its name: Dubai World Central. The project will have a capacity of 220 million passengers per year, four times the number that New York’s John F. Deng Xiaoping created the city from bucolic nothing in 1980 as the pilot of his special economic zone project. These zones were meant to create safe places for Western companies to do business—and they worked. Even though China is not the boom-country it was two years ago, favorable trade policies and cheap skilled labor lure companies and entrepreneurs from across the globe to Shenzhen’s nimble factories. Before the SEZ, there were some 30,000 people in the area. Today, Shenzhen’s population is north of 10 million, and its port is one of the busiest in China. You already know this: Your iPhone is made here. Everything is made here. ... As of 2013, there were 22,000 permanent foreign nationals living in the city, and nearly 8 million others visiting every year. The expats range from the manufacturing-industry vet with a house and a spouse to the fresh-off-the-plane Kickstarter romantic with a pocketful of pledge cash to the English teacher who can’t tell a diode from a dinner plate.
Investments into a vast network of harbours across the globe have made Chinese port operators the world leaders. Its shipping companies carry more cargo than those of any other nation — five of the top 10 container ports in the world are in mainland China with another in Hong Kong. Its coastguard has the globe’s largest maritime law enforcement fleet, its navy is the world’s fastest growing among major powers and its fishing armada numbers some 200,000 seagoing vessels. ... The emergence of China as a maritime superpower is set to challenge a US command of the seas that has underwritten a crucial element of Pax Americana, the relative period of peace enjoyed in the west since the second world war. ... China understands maritime influence in the same way as Alfred Thayer Mahan, the 19th century American strategist. “Control of the sea,” Mr Mahan wrote, “by maritime commerce and naval supremacy, means predominant influence in the world; because, however great the wealth of the land, nothing facilitates the necessary exchanges as does the sea.” ... The world is about to experience the greatest geopolitical transformation in at least the past three generations. The United States’ need for oil has greatly diminished, and its goals in the Middle East have changed. The United States now views the world wholly in relation to its other interests. Global and local demographics, new outsiders in the area, and a new contest shaping up between Iran and Saudi Arabia contribute to continuing instability in the Middle East. A global energy crisis could soon draw many countries into the Middle East, and a simultaneous political crisis could erode state authorities there, unleashing a new wave of violence and terrorism. ... The United States is transforming into a country with global reach but no global interests. For the 4 billion people on this planet who are utterly dependent on global trade for their well-being, this transformation is possibly the worst outcome imaginable. ... Even if the United States was convinced that its economic and physical security required international engagement, it is about to step out to lunch, and it is going to be a very, very long lunch. Just as the rest of the world needs the United States, it is leaving the building.
Cosmetics companies have been fighting counterfeiters for as long as they’ve been in business, but the scope of their efforts isn’t widely known. The Estée Lauder Cos., the $30 billion company that owns MAC, Clinique, and other brands, has waged an especially aggressive campaign. Since 2003 its global security team has been led by the former head of the U.S. Drug Enforcement Administration’s New York office, and it employs 42 full-time agents around the world. They infiltrate flea markets, make test purchases on EBay, and gather evidence for civil suits against counterfeiters. Increasingly, they’re coordinating with local and national governments. That includes pointing Chinese police to the country’s dingy fake-makeup factories and advising U.S. prosecutors on criminal investigations here ... Global seizures of counterfeit perfume and cosmetics jumped 25 percent from 2011 to 2013, according to a recent report by the Organization for Economic Cooperation and Development, making them a growing sector of the $461 billion annual trade in pirated and counterfeit goods. ... becoming a dealer in the U.S. no longer requires having shady contacts in Asia or smuggling suitcases through airports: Anyone with a few thousand dollars can buy contraband wholesale online and resell items individually on EBay and Amazon.com, or through more traditional channels such as flea markets, beauty salons, and mall kiosks.
This first mode of money is public. We might call it ‘state money’. Indeed, we experience cash like a public utility that is ‘just there’. Like other public utilities, it might feel grungy and unsexy – with inefficiencies and avenues for corruption – but it is in principle open-access. It can be passed directly by the richest of society to the poorest of society, or vice versa. ... Alongside this, we have a separate system of digital fiat money, in which our money tokens take the form of ‘data objects’ recorded on a database by an authority – a bank – granted power to ‘keep score’ of them for us. ... This second mode of money is essentially private, running off an infrastructure collectively controlled by profit-seeking commercial banks and a host of private payment intermediaries – like Visa and Mastercard – that work with them. The data inscriptions in your bank account are not state money. Rather, your bank account records private promises issued to you by your bank, promising you access to state money should you wish. ... The cashless society – which more accurately should be called the bank-payments society – is often presented as an inevitability, an outcome of ‘natural progress’. This claim is either naïve or disingenuous. Any future cashless bank-payments society will be the outcome of a deliberate war on cash waged by an alliance of three elite groups with deep interests in seeing it emerge.

The Mexico–U.S. border is long, but the history of close cooperation across it is short. As recently as the 1980s, the countries barely contained their feelings of mutual contempt. Mexico didn’t care for the United States’ anticommunist policy in Central America, especially its support of Nicaraguan rebels. In 1983, President Miguel de la Madrid obliquely warned the Reagan administration against “shows of force which threaten to touch off a conflagration.” Relations further unraveled following the murder of the DEA agent Enrique “Kiki” Camarena in 1985. Former Mexican police officers aided drug traffickers who kidnapped and mercilessly tortured Camarena, drilling a hole in his skull and leaving his corpse in the Michoacán countryside. The Reagan administration reacted with fury at what it perceived as Mexican indifference to Camarena’s disappearance, all but shutting down the border for about a week. The episode seemed a return to the fraught days of the 1920s, when Calvin Coolidge’s administration derided “Soviet Mexico” and Hearst newspapers ginned up pretexts for a U.S. invasion. ... The grandiose promise of trade is that it binds countries together, breeding peace and cooperation. This is a risible overstatement when applied generally to the world. But in the case of the countries separated by the Rio Grande, it has proved wondrously true. A generation after the signing of the North American Free Trade Agreement, the United States and Mexico couldn’t be more interdependent. Anti-Americanism, once a staple of Mexican politics, has largely faded. The flow of migrants from Mexico to the U.S. has, more or less, abated. ... But the Trump administration has come dangerously close to trashing the relationship—and, in the process, unleashing a terrifying new reality.
